POSITION:   SUPERVISOR OF HUMAN RESOURCES  

LOCATION:  CENTRAL OFFICE – DEPARTMENT OF HUMAN RESOURCES

POSITION SUMMARY:   Responsibilities include assisting the Director of Human Resources in the delivery of Human Resources services with specific responsibility for providing information to other Human Resources staff and district employees regarding policies, procedures, and regulations; addressing a variety of issues and/or providing general support; and assisting the Director of Human Resources in ensuring that personnel functions conform to all applicable regulatory requirements.  Supervises and evaluates assigned staff.

 

REPORTS TO:   Director of Human Resources

 

EDUCATION, CERTIFICATION AND EXPERIENCE:

 

At the time of application, the candidate must hold or be eligible for:

  1. An Administrator I endorsement and/or Society for Human Resource Management (SHRM) Certification by August 1, 2024, required.
  2. Three (3) years of successful administrative experience and/or human resources experience required.
  3. Successful school and/or central office experience in an administrative and/or supervisory capacity preferred.
  4. Master’s degree in leadership or human resources preferred.

 

KNOWLEDGE, ABILITIES AND SKILLS: (These are pre-employment knowledge, abilities, and skills that apply to the Essential Job Functions.) At the time of employment, the candidate must have:

  1. Understanding and ability to maintain rapport with people from all identities, cultures, and backgrounds.
  2. Demonstrated knowledge and understanding of equity including an understanding of the importance of minority candidate recruitment, hiring, and retention; and the ability to advocate for marginalized students.
  3. Demonstrated ability to relate effectively to students, teachers, staff, central office personnel, parents, and community members.
  4. Knowledge of trends, regulations, policies, and issues affecting MSDE educator licensure.
  5. Hold or eligible to obtain Maryland Certification Authorized Partner (CAP) status through MSDE.
  6. Knowledge of The Educator Application and Certification Hub (TEACH) or willingness to learn.
  7. Knowledge of National Board Certification requirements and processes.
  8. Broad understanding of technology as a productivity tool and a presentation tool.
  9. Collaborative leadership skills with the ability to work as a team member.
  10. Knowledge of substitutes, student teachers, Title 1 staffing, negotiated contracts, recruiting, transfers, hiring, interviewing, investigations, professional, and support staff evaluations, leave, educator licensure regulations, National Board Certification, family medical leave, workers’ compensation, Maryland State Retirement and Pension System and issues related to Human Resources.
  11. Demonstrated knowledge of Human Resources laws and requirements.
  12. Demonstrated knowledge of public relations, the dynamics of human behavior and sensitivity, and concern for people with problems.
  13. Demonstrated skills in written and oral communication.
  14. Demonstrated ability to motivate others to sustain and meet program/system goals and objectives.
  15. Demonstrated ability to multi-task and follow-through to effectively meet deadlines.
  16. Ability to respond effectively under stressful circumstances.
  17. Possess a valid driver’s license and motor vehicle insurance.
  18. Demonstrated success in accomplishing tasks akin to the responsibilities listed below.
  19. Such alternatives to the above qualifications as the Calvert County Public Schools may find appropriate and acceptable.

ESSENTIAL JOB FUNCTIONS, RESPONSIBILITIES, AND DUTIES:

  1. Communicates with other employees, departments, administrators, applicants, and the public for the purpose of providing information and assistance concerning employment, recruitment, negotiated contracts, transfers, hiring, interviewing, investigations, professional and support staff evaluations, leave, educator licensure regulations, National Board Certification, student teacher placements, personnel records, family medical leave, workers’ compensation, Maryland State Retirement and Pension System and issues related to Human
  2. Assists in the orientation and support of newly hired employees.
  3. Supports with staffing requirements for Title 1 programs.
  4. Coordinates CCPS employee recognition to include Employee Service Awards, Employees of the Year, Retirement recognition, and Volunteer and Substitute Staff recognitions; as well as any other assigned employee recognition programs.
  5. Coordinates the activities of Human Resources support staff for the purpose of ensuring all appropriate deadlines are met effectively and
  6. Develops a wide variety of written materials (e.g., policies and procedures, letters, forms, brochures, pamphlets, newsletters, etc.) for the purpose of documenting activities, providing written reference, and/or conveying
  7. Ensures effective and appropriate policies and procedures are followed for the purpose of being timely and
  8. Processes all licensure requests for certified CCPS employees, including requests for endorsements and renewals.
  9. Communicate with staff regarding licensure and required coursework to maintain or obtain licensure.
  10. Coordinates and assists employees with the National Board Certification process.
  11. Monitors a variety of processes (e.g., applications, eligibility, educator licensure, etc.) for the purpose of ensuring efficient processing of applicants and employees in addressing position requirements and adhering to legal and/or administrative
  12. Participates in meetings that involve a range of issues (e.g., personnel actions, regulatory requirements, other school, and department needs, etc.) for the purpose of developing recommendations and/or supporting other
  13. Represents Calvert County Public Schools at system and public events including, but not limited to, Board of Education meetings, system sponsored events, and recruitment events.
  14. Ability to maintain confidentiality and professionalism at all times.
  15. May participate in the collective bargaining process as determined by the Board of Education of Calvert County.
  16. Assists in the preparation of reports, plans and presentations for the state, Board of Education, and required meetings.
  17. Attends state meetings as required.

 

OTHER JOB DUTIES: (Duties listed are not intended to be all inclusive nor limit duties that might reasonably be assigned.)

  1. Performs related work as required or assigned by the Director of Human Resources.
  2. Is available to various students, teacher and community groups for education-related purposes beyond the regular workday.

PHYSICAL DEMANDS: Position requires significant periods of standing, walking, and periodic lifting.

 

UNUSUAL DEMANDS:  May be subject to flexible hours.  Travels to schools as necessary.

 

FLSA STATUS: Exempt

 

TERMS OF EMPLOYMENT: Twelve (12) month position and salary commensurate with qualifications and experience applied to the 2024-2025 salary schedule for Administrators and Supervisors.   All employees are encouraged to have automatic payroll deposit.

 

EVALUATION:   Performance will be evaluated in accordance with the policy on evaluation as established by the Calvert County Public Schools.

 

EFFECTIVE DATE OF POSITION:  August 1, 2024

References must be directly related to education experience and must include immediate supervisor.

 

State law requires that anyone hired after October 1, 1986, who will have contact with school children, must be fingerprinted and submit to a criminal background investigation. Federal law requires that a new employee must complete the Employment Eligibility Verification (Form I-9) in person before beginning employment. Employment is conditional upon successful completion of a drug screen. Current employees of the Calvert County Public Schools are exempt from these requirements.
