POSITION SUMMARY:

 

Under direction of the Chief Financial Officer and the Supervisor of Finance, the Staff Accountant performs professional accounting services in the maintenance and analysis of fiscal records and controls. Duties include providing detailed financial analysis, assisting with the oversight and management of grants, the general operating budget, treasury management, bus contractor payments, and assisting the schools with the management of the School Activity Funds. The Staff Accountant is required to be highly attentive to detail, exercise good judgment, follow instructions given by the supervisors, and work independently with minimal supervision. Work requires considerable technical judgment to ensure accurate and timely accounting of financial transactions.

 

REPORTS TO:

 

Chief Financial Officer and Supervisor of Finance

 

 

EDUCATION, CERTIFICATION, AND EXPERIENCE:

 

  1. Bachelor’s Degree in Business Administration, Accounting, or Finance required
  2. At least nine semester hours of college level accounting courses preferred; twenty (20) or more semester hours highly preferred
  3. Three or more years of experience in public or governmental accounting preferred
  4. At least two years of experience working with fund accounting preferred
  5. Certification required: None required; however, any one or more of the following is preferred:
  • Certified Public Accountant
  • Certified Management Accountant
  • Certified Internal Auditor

ESSENTIAL JOB FUNCTIONS, DUTIES & RESPONSIBILITIES:

  1. Assist in maintaining a financial accounting system compliant with all federal, state, and local laws and regulations.
  2. Prepare journal entries and input into general ledger.
  3. Compile and maintain a record of fixed assets for annual reporting.
  4. Assist in the preparation of audit schedules including accounts payable, accounts receivable, prepaid expenses, and other schedules for the annual audit.
  5. Review and record depository account activity in the general ledger.
  6. Review A/P and payroll account activity in the general ledger.
  7. Record child nutrition program revenues and expenditures in the general ledger.
  8. Record CareFlex disbursements.
  9. Record payroll deduction in general ledger.
  10. Record postage, printing, and warehouse expenditures in general ledger.
  11. Assist with preparation of payments to bus contractors.
  12. Prepare reports and financial analysis as requested by CFO.
  13. Work with grant managers to develop grant budgets and to perform grant accounting.
  14. Complete periodic grant financial reports.
  15. Provide training and assistance to grant program managers and their clerical sta?.
  16. Prepare billing documents for invoicing.
  17. Complete AFR reporting for monthly disbursements.
  18. Load grant budgets and grant budget revisions in general ledger.
  19. Prepare employee cost projections for grant budgets.
  20. Identify the need for, and prepare, budget amendment requests for assigned grants.
  21. Reconcile bank accounts.
  22. Collect and analyze ?nancial data as requested.
  23. Provide training and assistance to the school based financial secretaries on the management of School Activity Funds and monitor their compliance with ?nancial policies and procedures.
  24. Comply with board policies and administrative procedures.
  25. Keep supervisor appropriately informed on the status of current tasks, projects, and success barriers.
  26. Inform supervisor of opportunities for process improvement within the Finance office.
  27. Participate in job related professional development opportunities.
  28. Assist other finance team members with special projects. This may include, but is not limited to, cross-training with other staff accountants and occasionally backfilling some of their responsibilities as needed.

 

OTHER DUTIES:

 

Perform other tasks as required or assigned by the Chief Financial Officer and/or the Supervisor of Finance.

 

PHYSICAL DEMANDS:

 

Work is performed in a typical office environment and may require minimal lifting. Position requires significant periods of sedentary work using a computer keyboard, monitor, and mouse, but may also include periods of standing and walking.

 

UNUSUAL DEMANDS:

 

May be required to work flexible hours as necessary, though this is uncommon.

 

TERMS OF EMPLOYMENT:

 

Twelve (12) month position and wages commensurate with qualifications applied to the current wage schedule for support employees (Scale 29: $38.40/hr - $50.00/hr). All employees are encouraged to have automatic payroll deposit.

Performance will be evaluated annually in accordance with the policy on evaluation established by the Calvert County Public Schools.
